Each turn you play a Policy card and follow its rules from top to bottom. Then the chaos begins.

2Draw a Department
Departments change the rules and pile red tape onto other players. Draw one and your turn stops β now everyone bids to take control of it.

3Win the bid
Everyone puts cards facedown. The player with the most Senators takes the Department β and its powers.
As Departments pile on more and more red tape, it gets harder to play Policy cards. You win when nobody else can play a single Policy card β except you.
