Learn it in two minutes

Each turn you play a Policy card and follow its rules from top to bottom. Then the chaos begins.

    Departments change the rules and pile red tape onto other players. Draw one and your turn stops β€” now everyone bids to take control of it.

    Everyone puts cards facedown. The player with the most Senators takes the Department β€” and its powers.

The win condition

As Departments pile on more and more red tape, it gets harder to play Policy cards. You win when nobody else can play a single Policy card β€” except you.
